Akhilesh Kapoor

An alumnus of India's two apex armed forces officers training institutes, the National Defense Academy & Indian Military Academy, Akhilesh was commissioned in the Indian Army's elite regiment, "The Brigade of the Guards". A trained paratrooper, Akhilesh has been exposed to several conflict situations of varied intensities including conventional warfare, high-altitude operations, counter-insurgency, terrorism, and internal security assignments. He has been at the cutting edge of engagements with enemy troops in the daunting Siachen Glacier and secessionist insurgents in India's volatile northeastern region. Akhilesh is an operationally hardened expert in counter-terrorism and internal security in the Indian context.

After release from the Indian Army, Akhilesh was deeply involved in the corporate security function of large corporates. He led the regional security functions of India's premier civil aviation company and in that capacity organized & enforced anti-hijacking measures and contributed to risk profiling, crisis management, and security audit initiatives.

Akhilesh leverages his keen understanding of market malpractices and security dynamics while leading TACT India. Several MNC and domestic market leaders have benefited from his strategic consulting on business risks that firms usually encounter in developing markets like India.

Akhilesh is a ‘Certified Fraud Examiner’ and spearheads the operation and business of TACT India across geographies.

MAJOR GENERAL RAVI MURUGAN

Major General Ravi Murugan, Param Vishist Seva Medal, Ati Vishisht Seva Medal was the General Officer Commanding (GOC) of Karnataka and Kerala Sub Area from August 2022 till his retirement in June 2024. Prior to this, he was the Additional Director General Military Operations, Integrated Headquarters of Ministry of Defence (Army) New Delhi in his previous assignment, responsible for capacity building of the Indian Army.

Major General Ravi Murugan joined the National Defence Academy in June 1983 and was later commissioned into the 8th Battalion, The Brigade of Guards on 13 June 1987, after being awarded the President’s Gold Medal and Sword of Honour in the Indian Military Academy. He has a Masters Degree in Science from Madras University as also a M. Phil from Osmania University (Secunderabad).

In his 37 years of service, the General Officer has fulfilled multiple challenging roles across diverse operational areas to include the Western Borders, Siachen Glacier, the North East as well as the Command of a Counter Insurgency Division in J&K. He has also held various important instructional, staff and United Nations peace keeping appointments during his service. He was also the Defence & Military Attache in the Embassy of India (Washington DC) during the period from June 2016 to July 2019.

He has been awarded the Param Vishist Seva Medal and the Ati Vishisht Seva Medal for his distinguished services in the Army. He is presently in an advisory role with multiple companies including Neuralix.ai and Amber Group. He is also an associate editor with ‘Medals and Ribbons’, a military magazine.

BRIG ASHISH POPLI(Retd)

Career highlights and experience in Supply Chain Operations, logistics management to include the following: 35 years’ experience of operational logistics in all terrains under complex and trying situations. As Chief Director of Purchases (CDP) at Army Headquarters: Concluded contracts at apex level for 2100 cr per annum for 2 years Handled numerous arbitration cases at Delhi International Arbitration Center. Formulated QC measures. Pioneered e- procurement through reverse auction on Commodity Exchange.

As Brigadier Logistics: In three separate assignments across India for over 7 years, concluded and operated contracts worth over 1000 cr. Managed seamless logistics in 7 states of North East during COVID with complete disruption of logistics, through innovative measures.

As the first Commanding Officer of a UN logistics unit in Sudan. Selected to lead and operate logistics support mission in war torn Sudan in 2006-07. Experience in operating in an international environment. Intimately coordinated operations with World Food Programme, UNICEF, Red Cross. Shortened timelines of operations through consistent planning. Established foolproof systems of refueling aircrafts, handling river barges, relief operations, refugee and warlord management under extreme conditions.

MAJOR DALIP RAJ BHALLA (Retd.)

Major Dalip Raj Bhalla is a distinguished professional with a strong foundation in the Indian Army, followed by an accomplished leadership career in security, risk management, and background verification services.

He began his career with the Parachute Regiment (Special Forces), where he served in operational units and later as a Special Forces Team Commander. During his military service, he was responsible for strategic planning, leadership of large teams, operational execution, logistics, finance, and human resource management. He led teams ranging from 30 to 150 personnel, taking critical decisions in high-pressure and hostile environments.

Subsequently, he served with the National Security Guard (NSG), where he was involved in national-level risk management, counter-terrorism operations, VIP protection, threat and vulnerability assessments, and security coordination for high-profile operational and ceremonial events.

After transitioning from the Armed Forces, Major Dalip Raj Bhalla moved into the corporate sector and built a successful career in background screening and security services. He held senior leadership roles at Quest Screening Services / First Advantage as Senior Vice President, leading North India operations and managing security reviews and investigations for large multinational organizations.

He later joined DataFlow, where he served as CEO and subsequently as Director – Client Delivery (Middle East). In this role, he set up and scaled education verification and background screening operations, expanded business across India, Dubai, Jordan, Qatar, Singapore, Hong Kong, and Egypt, and managed delivery for key government, immigration, and enterprise clients.

With over 30 years of experience, Major Dalip Raj Bhalla brings deep expertise in leadership, compliance, risk mitigation, and operational excellence. He is widely respected for his disciplined approach, strategic mindset, and ability to build and scale teams across geographies.

MAJOR HARMINDER PAL SINGH DHILLON (Retd)

Major Harminder Pal Singh Dhillon has 34 years of leadership experience. He has served for 13 years in the Indian army and for 21 years as a HR professional in the corporate sector.

He is an alumnus of XLRI Jamshedpur where he pursued his post graduate program in human resources. He is currently pursuing his PhD program in HR from MDI Gurgaon.

His diverse corporate leadership experience has been across all human resources functional areas - HR strategy, Compensation & Benefits, Performance Management, Recruitment, Employee Experience, Training & Development, HR Automation and Analytics, HR Operations (Payroll, HR Compliances, BGV, Exit, Helpdesk) – across diverse industry sectors and business life cycle stages.

He has led business impact through strategic and operational human resources interventions in multiple industry sectors - Technology, Financial Services, Telecom, Retail, Manufacturing and FMCG - in companies like Coca Cola, Vodafone, Bharti Retail, Videocon, Dalmia Bharat, Accenture, Kyndryl and Citibank.

His army experience involved leading teams in operational environments and in training roles. He is passionate about conceptualizing, co-creating and implementing human resources interventions to drive success for organizations leveraging his deep experience and research across human resource areas.

Harbinder Narula is a senior business leader with over 28 years of experience in content and media.

He has worked with renowned organizations such as the Times Group, Google, and Aryty Inc., and currently serves as the CEO of BW HealthCareWorld & BW Wellbeing World.

Harbinder has extensive experience in executing exclusive programs and running impactful podcasts, building a strong network within the healthcare and wellbeing communities in India.

His leadership and deep connections with the CXO community in these sectors will enhance the strategic direction of TACT India towards industry outreach specially for Healthcare & Military Medicine.

MAJOR GENERAL VIKAS SAINI

Major General Vikas Saini, SM, VSM (Retd.), is one of India's most distinguished Special Forces veterans, with over 36 years of exemplary service in national security, intelligence-led operations, and strategic leadership. A trained Paratrooper and Special Forces officer, he has held several prestigious command appointments, including Force Commander of the National Security Guard (NSG), Commander of 50 (Independent) Parachute Brigade, and Commandant of the Parachute Regiment Training Centre. He is uniquely recognized as the only two-star General Officer to have served across all Special Forces units of the Indian Army.

Over the course of his career, he has led complex counter-terrorism operations, strategic security missions, intelligence assignments, and high-risk deployments across some of the country's most challenging operational environments. His extensive experience in threat assessment, intelligence gathering, crisis management, and strategic planning has made him a respected leader in the national security domain.
